In this tutorial we'll create a hi-tech background using any image. It can be any image provided it has some colors in it. As we are going to change the image completely, it doesn't matter what the image subject is initially. Start by opening any image. |

Copy the image layer. |

| Apply filter>>blur>>motion blur on this new layer. |

| Apply motion blur settings as shown. |
|
| Create another copy of the image layer. |

| Apply filter>>distort>>wave on this new layer. |

Use settings as shown. |
|
| Apply filter>>distort>>polar coordinates to this layer. Use rectangular to polar. |

| This is how this layer will look after these steps. |

| To this layer apply filter>>blur>>radial blur. |

| Use zoom blur method and apply settings as shown. |

Now we'll change the layer mode of this layer from normal to overlay. |

| Do Ctrl + F a couple of times to make the fragment effect stronger. |
