Start by opening a new file with width 766, height 555. Open an image you want to palce.

Create a rectangle using rectangular shape tool.
Duoble click the layer to open layer style window and enable stroke. Use a settings as shown.

Create a new rectangle with some different color and apply the layer style settings as we done it previously.
Make another rectangle at the right of the web page with some dark color.

Now create bottom bar and other panels.

Duplicate the top layer again and move it down.
Type company name and other text.
Create a rectangle and fill it with white. Duplicate the layer.
Double click the layer to open layer style window. Apply bevel & emboss effect.
Using line tool create a line for the link dividers.
Apply bevel & emboss effect.
Duplicate the layer according to the links.
Using custo shape tool draw a arrow shape over the button layer and duplicate them.
Type the text on the buttons.
Now add some more details.
Complete your web page by adding product images.
